LACC Secures Court Order for Arrest of Former NOCAL Officials Over Alleged Economic and Financial Crimes
Monrovia, Liberia – September 10, 2026: The Liberia Anti-Corruption Commission (LACC) has secured a Writ of Ne Exeat Republica from the First Judicial Circuit, Criminal Court “C” for Montserrado County, directing the arrest of two former officials of the National Oil Company of Liberia (NOCAL) should they attempt to leave the territorial jurisdiction of Liberia.
The court order names Rustonlyn Suacoco Dennis, former CEO/President of NOCAL, and Richmond Jallah, Financial Controller of NOCAL, as respondents/defendants in proceedings instituted by the Republic of Liberia by and through the Liberia Anti-Corruption Commission.
The writ was issued by His Honor Ousman F. Feika, Assigned Circuit Judge of Criminal Court “C” for Montserrado County, following an application filed before the court.
Multiple Criminal Offenses Alleged
According to the court document, the defendants are facing allegations involving:
1. Economic Sabotage, including fraud on the Internal Revenue of Liberia, misuse of public money or records, and theft and/or illegal disbursement or expenditure of public money;
2. Tampering with Public Records;
3. Criminal Conspiracy;
4. Criminal Facilitation;
5. Criminal Attempt; and
6. Violations of the Public Procurement and Concessions Commission (PPCC) Law and the Public Financial Management (PFM) Law.
Court Orders Arrest Upon Attempt to Leave Liberia
The Writ of Ne Exeat Republica directs the Sheriff of Montserrado County, or his/her deputy, to arrest Rustonlyn Suacoco Dennis and Richmond Jallah upon their attempt to leave the bailiwick of the Republic of Liberia for foreign parts.
The court further orders that, upon their arrest, the respondents/defendants be brought before the court and make their formal appearance.
The writ states that if the defendants cannot provide bail approved by the court, they are to be committed to the Common Jail of Montserrado County until they file the required bail and security.
The order was issued under the hand and seal of the court on September 10, 2026.
The Liberia Anti-Corruption Commission says the court’s issuance of the writ demonstrates the importance of judicial processes in addressing allegations involving the misuse of public resources and violations of Liberia’s financial and procurement laws.
The Commission remains committed to pursuing credible allegations of corruption and related offenses, particularly where public funds, public records, and state institutions are concerned.
The LACC, however, emphasizes that the allegations against the named respondents/defendants remain allegations until proven in a court of competent jurisdiction. The defendants are entitled to due process and all rights guaranteed under the Constitution and laws of Liberia.
The Commission calls on all persons and institutions with information relevant to ongoing investigations and prosecutions to cooperate with the appropriate authorities as Liberia continues its efforts to strengthen transparency, accountability, and the protection of public resources.
