LACC Secures Court Orders for Search, Seizure and Arrest of National Insurance Company Officials
The Liberia Anti-Corruption Commission (LACC) has secured judicial orders from the First Judicial Circuit, Criminal Court “C” for Montserrado County, authorizing the search and seizure of premises and the arrest of two officials of the National Insurance Company of Liberia (NICOL) in connection with ongoing criminal proceedings.
The orders, issued under the authority of the Criminal Court “C” for Montserrado County, name Mr. Nortu A. Jappah, Managing Director of the National Insurance Company, and Ms. Charlotte Kpanah, Comptroller of NICOL, as defendants/respondents in proceedings brought by the Republic of Liberia by and through the Liberia Anti-Corruption Commission.
According to the court documents, the defendants are facing allegations involving Economic Sabotage, including fraud on the Internal Revenue of Liberia, misuse of public money or records, and theft and/or illegal disbursement or expenditure of public money; Theft of Property; and Criminal Conspiracy.
Court Issues Writ of Search and Seizure
In a Writ of Search and Seizure issued on September 10, 2026, the Criminal Court “C” commanded the Sheriff of Montserrado County or his deputy to enter the premises of the named defendants in Monrovia and conduct the authorized search.
The writ further directs the arrest of the living bodies of Mr. Jappah and Ms. Kpanah and their immediate production before the court for prosecution.
The court instructed the Sheriff to endorse an official return on the writ indicating the manner and form in which the order was served.
Court Also Issues Writ of Ne Exeat Republica
The court has also issued a Writ of Ne Exeat Republica against the two defendants.
The writ states that an application was filed before the court alleging that the respondents were about to leave the territorial jurisdiction of the Republic of Liberia for foreign destinations. Following consideration of the application, the assigned judge ordered that the writ be issued.
Under the order, the Sheriff of Montserrado County or his deputy is commanded to arrest the defendants upon any attempt to leave the territorial jurisdiction of Liberia and bring them before the court.
The writ further provides that, where the respondents cannot provide bail approved by the court, they are to be committed to the Common Jail of Montserrado County until such bail and security are filed.
The Liberia Anti-Corruption Commission views the court’s actions as part of the ongoing legal process to ensure accountability and protect public resources.
The Commission emphasizes that the allegations contained in the proceedings remain allegations until proven in a court of competent jurisdiction. The defendants are entitled to due process and all rights guaranteed under the Constitution and laws of Liberia.
The LACC further assures the public that it will continue to pursue cases involving suspected corruption, economic sabotage, misuse or misappropriation of public resources, and other violations within its statutory mandate.
The Commission encourages members of the public and public officials to support Liberia’s fight against corruption by providing credible information on suspected acts of corruption through the appropriate reporting channels.
